Yan Fei silently agreed but aloud he said, "Just look and you’ll know what’s on it! The tigers are all grown now, and there’s also a bear. They have a massive appetite. How much meat do you think they collectively consume in a day? I haven’t even included the cost of vegetables I feed the bear! Out of season veggies are not cheap you know!"
Actually, Comrade Old Wang, being part of the Forestry Bureau, could see the ’legitimacy’ of the bill. Yan Fei was still explaining: "The tiger has grown another size. "Just a simple certificate?" Yan Fei was growing increasingly dissatisfied with his attitude.
"That’s the only authority I have! If you insist on money, how about we see how much I can fetch if you sold me?" Great, both of them have backed the deputy director into a corner and he’s starting to play dirty.
Yan Fei was left speechless, he never expected this seemingly serious man to play this card?
"How can just one certificate suffice? What if I develop feelings for them while raising them, and then you suddenly come and take them away? I wouldn’t get anything, right?" Yan Fei had thought it through, and made his request clear. "You have to write that we are allowed to charge admission like a zoo, and that we can take them to perform. Otherwise, we can’t afford to just raise them. And you have to state that if you come to take them away in the future, you must make up for the feed cost."
The performing part was added in at the last minute. He thought that not allowing the townspeople to see the tiger wouldn’t work, kids would surely sneak in to see. He considered just parading them around town every so often so that once everyone’s seen the tigers, they’d lose interest.

Once he left the room, Yan Fei realized that the man responsible for that thirty-dollar incident was his leader, the proper director. He said that the leader was not there just now, but he turned around and said he was going to ask for advice. It seems he just lied to Yan Fei - Yan Fei suddenly felt his conditions were too mild.
While thinking about adding more conditions, he heard Old Wang making a phone call in the next room. After having a conversation with someone on the phone, Old Wang went to another room and came back with a piece of paper.
Since he had been consulting over the phone, Yan Fei didn’t blame him. He took the paper and glanced over it. It was more or less a statement that the Forestry Bureau had entrusted Comrade Yan Fei from Sancha River Township to take care of certain protected animals, and listed quite detailed information about the animals.
